The review of fe ilities in the are a of the Port, the compila tion of statistics and the formuletion and direction of the general policy of the administration of the Port.

(3) Nothing contained in this Ordinance shall be construed as conferring on the Trust any functions or powers in relation to any of the following matters:

(a) the measurement, survey and registration of ships, including river steamers;

the issue of International Convention cer ti fic ates;

(c)

the examination of and grant of cer ti fica tes of competency to officers in the mercantile marine;

(a)

(e)

the fumtions of the Marine Magi st ra te;

the holding of courts of enquiry;

(1)

the engagement and lischarge of seamen and crews;

(g)

Power to make regulations & proscribe fees etc.

7. (1)

the discipline and welfare of crews;

the licensing and government of boarding-houses for seamen.

(h)

Subject to the provisions of this Ordinance, the Trust shall have and may exercise all the powers heretofore vested in the Governor in Council, the Governor or any Officer of the Government under the provisions of any enactment of the Legislature

of the Colony for the time being in force of making regulations, rules and by-laws and prescribing fees, dues and charges relating to all or any of the matters specified in sub-section (2) of section 6 of this Ordinance, and the officers of the Trust may exercise and discharge all the powers vested in the comparable officers of the Government under any enactment for the time being in force relating to any such matters, and any such fees, dues or charges shall here after be payable to the appropriate officer of the Trust in like manner and with the like powers of rece as they were heretofore payable to and recoveïde by the comparable officer of the Governmen t.

(2) This section shall not come into force until such time as the Governor in Council shall by
